Two years ago, Huang Maoxing’s nephew, Liao Liping, and her two female companions went to play at the Park Mountain Scenic Area in Dagang Community, Henggang Subdistrict. One of her female companions, Deng Dongmei, inadvertently drowned in the valley, and Liao Liping immediately came forward to rescue her. Deng Dongmei rescued but unfortunately drowned himself on the spot while Deng Dongmei died on the same day.

In the past two years, Huang Maoxing has been rushing to the local police station, the Public Security Bureau at all levels, the Foundation for Justice and Valuation, etc., hoping to win the title of “Seeing Truth” for Liao Liping. At present, the Shenzhen Public Security Bureau Longgang Branch Office and the local Indus police station have already determined that Liao Liping “meets the conditions for bravery and courage”, but the Yongyiwei Foundation used Liao Liping to play with the drowning, and the two were ignoring the scenic spot “no swimming”. If the circumstances of the announcement fall into the water, it is determined that Liao Liping’s act “does not meet the conditions for reward”.

The accident that broke the lives of the two girls took place on August 29, 2008, when Liao Liping was 21 years old and Deng Dongmei was 20 years old. At 10 o'clock in the morning, the two girls met with another friend Yang Hongjin to play at the Park Mountain Scenic Area in Dangkang Community, Henggang Street, Longgang District. When he reached a valley with a depth of about 1 to 2 meters, Deng Dongmei excitedly put on a swimsuit to play in the water, and Liao Liping rolled up his trousers and stood in the water. Yang Hongjin did not go into the water because he worked night shifts the night before. He rested on stones next to the valley.

According to a certificate issued by the Indus police station on January 10 last year, “The Proof of the Unexpected Incident of Tourists Liao Liping in Park Park”, at 11:00 a.m. on August 29th, the police station received a report that there was a drowning in the Dacomun Community Park Scenic Area. The police on duty immediately rushed to the scene. The survey results are mainly based on Yang Hongjin's statement. It was alleged that Deng Dongmei was struggling in the water at the time and desperately gasped. Liao Liping came forward and tried to hold Deng Dongmei's hand, but he did not catch it and even slipped himself into deep water. Afterwards, Yang Hongjin picked up a wooden stick and tried to catch the two. However, if they did not succeed, they hurried down the hill to ask the passers-by for help.

When the passers rescued Liao Liping and Deng Dongmei from the shore, both of them were already spitting and his face was pale. Among them, Liao Liping has no vital signs and died on the spot. Deng Dongmei, however, was sent to the Henggang People's Hospital for treatment but he died at about 10:00 that evening.

Family members rush around

Although the incident occurred two years ago, Zhou Chungen, director of the Weixiang Comprehensive Management Office of Henggang Sub-district, still remembers this incident. According to Zhou Chungen recalled, the family members of Liao Liping insisted on preventing the funeral staff from pulling the bodies away after the incident. It was not until the next morning that the body of Liao Liping was removed from the scene. Since then, the families have started to negotiate compensation issues with the Sub-district Office and the Park Mountain Scenic Area. On September 5, the family members finally reached an agreement with Yuanshan Scenic Area and agreed to pay a total of RMB 300,000 in compensation. Liao Liping’s mother Huang Shuying promised “to no longer pursue any civil and criminal investigations at Shenzhen City’s Natural Park Scenic Area Development Co., Ltd.” And other legal responsibilities." According to Zhou Chungen, this amount is slightly more than Deng Dongmei’s compensation. This is mainly due to the fact that Liao Liping’s father is dead and his family’s economic environment is poor.

Although Li has been compensated, Liao Liping’s wife Huang Maoxing still hopes to win Liao Liping’s title of “Courage for Truth”. Thus, in the past two years, Huang Maoxing has been running between the sub-district offices, police stations, and volunteers. Yesterday, Huang Maoxing presented to reporters a "Public Security Office Responsiveness to the Handling of Petitions" numbered "(2008) Visit 491, Letter 536". The submission states: "According to the "Shenzhen Special Economic Zone rewards and protects volunteers, With regard to the relevant provisions of the Regulations, the SIPO believes that Liao Liping is in compliance with the conditions for bravery and courageousness and recommends that he report to the Foundation as a volunteer for his determination." Huang Maoxing believes that this proves that Liao Liping’s actions are courageous.

Can't be identified as brave

This submission has not been approved by Shenzhen Yongyi Foundation. Yesterday, Song Dingzong, director of the Office of the Justice and Welfare Foundation, said in an interview with reporters that after a multi-visit investigation by foundation staff, it was determined that Liao Liping’s behavior did not meet the conditions for bravery. Song Dingzong believed that at the only intersection about 6 meters away from the scene of the accident where the two drowning people drowned, a warning sign “Strictly forbidding swimming and penalties for violating” was erected. Both of them had violated the scenic spot management regulations. Later, Song Dingzong also showed reporters a confession made by Yang Hongjin at the police station after the incident. Yang Hongjin stated that "Deng Dongmei and Liao Liping went into the water and played together." This proves that Liao Liping was playing in the water and there was no special application. Save the act, it is likely to only pull Deng Dongmei's instant reaction." Song Dingzong said. “The rocks in the valley of the incident were covered with moss and it was easy to slip. The death of the two people should be an accident.”

Song Dingzong stated that the characterization of this incident was the result of discussions at the foundation’s third Ninth Council meeting. This was also the first time that it had been determined that the dispute was referred to the council for discussion. According to briefings, the council is a high decision-making body of the foundation. Its members include many entrepreneurs who donated a lot of funds to the foundation. After careful consideration, they comprehensively made the decision that they did not meet the conditions for rewards.

Three major doubts of the incident:

1. Play or swim

The warning sign “Strictly forbidden to swim” in the scenic area is an important reason why the foundation does not recognize bravery. Huang Maoxing believes that Liao Liping is not a “swim” at all. “Is it just a sloppy kick and how can I count illegal swimming?” After the incident, the scenic spot changed the brand and replaced the “forbidden swim” with “No. Swimming and playing in the water. This just shows that Liao Liping has no swimming violations.

2. Stretching a person is a momentary instinct or rescue behavior

Huang Maoxing believes that Liao Liping’s conduct of pulling people’s hands is certainly a matter of courage, and his rescue behavior has won Deng Dongmei a lot of time. Huang Maoxing believes that if it is not Liao Liping’s rescue, Deng Dongmei is very likely to die on the spot.

Zhou Chungen, director of the Weixiang Comprehensive Management Office of Henggang Subdistrict Office, believes that when the two play in the water, Deng Dongmei slips first, and Liao Liping may have only stretched out his hand to instinct Deng Dongmei, and as a result he slipped into the deep water of the valley. In a matter of seconds, "more is a natural response, and there is no subjective desire to save people. It should not be judged as braveness." Zhou Chungen said.

3. The identification of Public Security Bureau is inconsistent.

Yesterday, the reporter obtained the “Reply Letters to the Letters and Visits” of the two Longgang Public Security Bureaus from Huang Maoxing and Song Dingzong respectively. Huang Maoxing’s submission was issued on January 10, 2009, and he believed that “Liao Liping meets the conditions for bravery and courage, and he is recommended to report that he has volunteered for the foundation”. However, on December 8th, 2008, the Longgang Public Security Bureau also issued a submission saying that “Liao Liping has a significant difference from the brave man despite his plot to rescue Deng Dongmei.” Therefore, Liao Liping’s behavior does not meet the conditions for bravery.

In this regard, Song Dingzong stated that the foundation, as a non-governmental organization, has its own value orientation. Whether it is in line with the ultimate recognition of the righteousness and reward criteria is in the foundation, and the opinions of the public security agency can only serve as a reference.
