58 OEMs face delisting risk, build new forces or stare at “shell” resources

On May 8, according to the "Notice of the Ministry of Industry and Information Technology on Establishing the Exit Mechanism for the Automobile Industry" (Ministry of Industry and Information Industry [2012] No. 349), the Ministry of Industry and Information officially formally announced "Specially publicized vehicle production enterprises (3rd batch)". According to statistics, the third batch of special publicly-held car companies totaled 64, including 5 vehicle manufacturers, 53 passenger cars and transport-specific vehicles, and 8 motorcycle companies.

According to the policy, the special public notice period starts from May 4, 2018 to May 3, 2020. During the special public notice period, the new product declaration of "Announcement of Road Motor Vehicle Production Enterprises and Products" of companies that are specifically publicized will not be accepted. At the same time, during this period, if a company that has been specifically publicized has passed the assessment and meets the conditions for entry, it will cancel the special public notice and resume its application for new products. However, after the expiration of the special public notice period, enterprises that have not applied for the assessment of access conditions or failed to pass the assessment will suspend their “Vehicle Production Enterprises and Products Announcement”, and may not go through the formalities for change of name, relocation, or other basic conditions.

In order to promote the withdrawal of laggard enterprises from the management mechanism, the Ministry of Industry and Information Technology issued the "Notice of the Ministry of Industry and Information Technology on Establishing the Exit Mechanism for the Automobile Industry" (hereinafter referred to as "Notice") in July 2012. The "Notice" clearly stipulates that it cannot be maintained properly. Production and operation of automobile and motorcycle production enterprises are subject to special public management for two years (except for newly-built enterprises), requiring their rectification and meeting the access conditions as soon as possible. Among them, “businesses that cannot maintain normal production and operation” means that the sales volume is zero or very small for two consecutive years (less than 1,000 passenger cars, less than 50 large and medium-sized passenger cars, less than 100 light passenger cars, and medium and heavy loads. There are less than 50 trucks, less than 500 light trucks, less than 100 special vehicles for transport, and less than 1,000 motorcycles.

According to the "Notice", the Ministry of Industry and Information Technology released the list of "specially publicized vehicle production enterprises" in 2013 and 2015 respectively. According to relevant statistics, a total of 45 car companies in the first two batches of publicity lists failed to be in the special public notice period. When the application is submitted or the review is conducted, the “Vehicle Production Enterprise and Product Announcement” (the “Announcement”) is suspended, and no formalities for changing the basic conditions such as name change or relocation may be imposed. This also means that the suspension of the "Announcement" of the company's products can not be listed for sale and registration, the company's production qualifications are also facing the risk of being canceled. The "Specially publicized vehicle production enterprises" announced this time was the third batch.

Actually, one month ago (April 9th), the official website of China Machine Engine Center issued a notice on the proposed “Specially Publicized Vehicle Manufacturing Enterprises (3rd Batch)”, and it is proposed that 2016 and 2017 cannot be maintained for two consecutive years. The list of production enterprises for automobiles and motorcycles under normal production and management (according to the statistics on the number of certificates uploaded) shall be submitted to the Ministry of Industry and Information Technology.

The list to be submitted includes seven vehicle manufacturers, 53 passenger cars and transport vehicle manufacturers, and 12 motorcycle companies. Among them, seven vehicle manufacturers are Tianjin FAW Huali Automobile Co., Ltd., GAC Hino (Shenyang) Automobile Co., Ltd., FAW Harbin Light Vehicle Co., Ltd., Hafei Automobile Manufacturing Co., Ltd., Chengdu New Dadi Automobile Co., Ltd., and Zhongheng Group. Tian Automobile Group Light Vehicle Co., Ltd. and Jiangsu Kawei Automobile Industry Group Co., Ltd.

It is worth noting that in the list of officially released third batch of specially-displayed vehicle manufacturers, Hafei Automobile Manufacturing Co., Ltd. and Jiangsu Kawei Automotive Industry Group Co., Ltd. did not appear in the two vehicle companies, which means Hafei and the card. Weiwei will not be restricted by the list of "specially publicized vehicle manufacturers (3rd batch)".

The final list of 64 car companies, in the two years of public notice period, if they did not apply for access assessment or unqualified assessment, they will also face the risk of delisting. However, industry analysts believe that the five automakers that hold production qualifications, especially vehicle production qualifications, will become the “shampoo” in the eyes of new auto makers.

According to Gasgo Motors, in the second batch of “Specially Publicized Vehicle Manufacturing Enterprises” issued by the Ministry of Industry and Information Technology in 2015, Zhongshun Automobile Holdings Co., Ltd. had a name on the list, and it was finally built in 2018 as a new force for Wima Motors. In the capsule, it transferred its production qualification in Liaoning to its own factory in Weima Wenzhou. With the temporary closure of new energy production qualification approval gates, this move was once considered by the industry as one of the ways to acquire the qualifications of the emerging vehicle “curve”.
