The competent departments of land and resources of all provinces (autonomous regions and municipalities) recommend the creation of demonstration areas in cities or counties with relatively rich resources, relatively concentrated mine distribution, good mining order, urgent need for transformation and upgrading, high enthusiasm of local governments, and a certain working basis.

On July 1, 2016, the Ministry of Land and Resources issued the “Guiding Opinions on Strengthening the Restoration and Comprehensive Management of Mine Geological Environment†to deploy mine geological environment protection, mine geological environment recovery and comprehensive management. It is clear that all localities should take the solution to the problems left over from the history of mine geological environment as an important task for the construction of beautiful China, and incorporate the objectives and tasks of the local government's ecological environmental protection, clear requirements, division of labor, deadlines, strict assessment and accountability system.
