For example, the National Development and Reform Commission signed a statement of responsibility with large energy-consuming enterprises in state-owned enterprises, issued several notifications on the strict implementation of differential pricing policies, and prohibited the transfer of outdated equipment between regions; the taxation and taxation department increased the resource tax on some products, and The energy-saving technological transformation projects of the company are rewarded. In addition, the central government’s allocation for this special item has reached 23.5 billion yuan this year.
This year, the six “high energy-consuming and high-polluting” industries such as chemical industry are standing at the cusp of energy conservation and consumption reduction. According to statistics, the chemical industry and other industries currently account for nearly 70% of national industrial energy consumption and sulfur dioxide emissions. Therefore, the progress of energy conservation and consumption reduction in the chemical industry determines to a certain extent whether the energy saving and consumption reduction target can be achieved. On August 29, the target of energy conservation and emission reduction of central enterprises was also determined: By the end of the “Eleventh Five-Year Plan” period, central enterprises must ensure that the energy consumption per unit of added value is reduced by 20%, and the total discharge of major pollutants is reduced by 10%. Key industries such as petrochemicals, chemicals, etc., must strive to complete the above goals by the end of 2009. The unit consumption of major products in the chemical industry reached the domestic advanced level, energy consumption per 10,000 yuan decreased by 16% compared with 2005, and emissions of sulfur dioxide and chemical oxygen demand both dropped by 8%.
2007 is a crucial year for China's energy conservation and emission reduction policy portfolio. The introduction of energy-saving and emission-reduction policies has created a higher technical threshold for the development of the chemical industry and provided good opportunities for industrial upgrading.
