Insiders of the China Insurance Regulatory Commission told reporters that the introduction of new energy vehicle regulations is mainly restricted by two factors. The car insurance regulations are generally formulated in two ways. One is the automobile manufacturer. Before each type of production is mass-produced, the research and development materials are handed over to the insurance supervision department. The regulatory department conducts analysis and reference and formulates relevant standards. This is generally done in foreign countries, but due to China’s national conditions, Some companies do not have this awareness. The second is that when the amount of possession reaches a certain level and the sample data can support the research, the insurance-related regulations can be smoothly formulated. But now there are only a few hundred types of new energy vehicles, accounting for about 0.5% of all models, and the types of gasoline vehicles have reached more than 100,000, a far cry.
The lack of insurance-related regulations has led to a chaotic insurance market. Insurers do not have products for new energy vehicles. Some key components cannot be insured. Many consumers who purchase new energy vehicles are faced with the inability to buy insurance. It will even lead consumers to abandon new energy vehicles and buy fuel vehicles with mature systems in all aspects, which will make the developing new energy vehicle market worse.
The unified standard for non-charging pile interface is expected to be released in August. There are many charging interface standards on the market. There are about 5 kinds of charging interfaces at home and abroad: Combo Connector interface standard; CHAdeMO interface standard; Tesla's super charging socket; CCS (Combined Charging System) Joint charging system) and China's national standard GB/T 20234.
At present, most of our own brand pure electric vehicles adopt the standard of GB/T 20234-2011. However, China GB only regulates the primary aspects of sockets, interfaces, etc. There are no uniform standards for technical parameters such as voltage and power in key parts of electric vehicles. This leads to the fact that even if the interface is unified, it may not be able to charge successfully.
The current GB actually delineates a data "interval", but the exchange of different vehicle charging piles cannot be realized in the interval. Therefore, not only the charging results of different brands of electric vehicles on the charging piles are different, but even different models produced by the same brand may not be successfully charged on the same public quick charging pile.
Xu Xinchao, director of the New Energy New Materials Division of the Beijing Municipal Science and Technology Commission, said that the revision of the national standard for charging has been basically completed and began to solicit opinions, and is expected to be officially released in August this year. The relevant person in charge of the State Grid Beijing Electric Power Company also said that when the national standard is formulated, the public charging piles will be universal, and various types of new energy vehicles of various brands will be able to be charged by the same charging pile. Existing charging piles will also be upgraded and modified step by step.
When there is no new energy vehicle collision standard, there is no timetable. The China-New Car Assessment Program (C-NCAP), which is carried out by China Automotive Technology and Research Center, is the only new vehicle collision standard test in China.
C-NCAP has undergone three revisions since its implementation in 2006, and this year's revision has been officially implemented on July 7. A new version of the evaluation of the two-door two-seat vehicle has been added, but there are still no relevant collision standards or instructions for new energy vehicles.
At present, the research work of the Auto Research Center on the 2018 C-NCAP standard has been started. It is understood that the 2018 version of the research plan includes active safety, passive safety and evaluation of new energy vehicles. New energy vehicle evaluation methods include vehicle water immersion, insulation damage, and electrical safety.
However, this does not mean that the above research plans will be included in the future C-NCAP safety evaluation criteria. Zhao Hang, director of the China Automotive Technology and Research Center, said in an interview that the standards for C-NCAP collisions of new energy vehicles are currently being considered for research and have not yet begun to prepare related matters. He said that the current holdings of new energy vehicles are too low, and C-NCAP is currently the top model for testing sales. There is no timetable for the development of collision standards for new energy vehicles C-NCAP.
C-NCAP quantifies the safety performance of the car, and the star rating standard allows consumers to see the safety performance of the vehicle at a glance. However, the lack of C-NCAP collision standards for new energy vehicles has always put a question mark on the safety of new energy vehicles. At the same time, C-NCAP is also a mirror of car companies, which promotes the continuous improvement of car safety performance, and the lack of collision standards for new energy vehicles is not conducive to car companies to improve the safety performance of new energy vehicles.
As a new thing, new energy vehicles need long-term development and accumulation in all aspects, and the relationship between the formulation and introduction of various standards and the development of new energy vehicles is like “chicken eggs or egg chickens”.
