Note that because the number of gasoline has changed according to the new standard, the familiar 90, 93, and 97 numbers have been adjusted to 89, 92, and 95 respectively. At the same time, new emission standards are also being formulated and, at the same time, will be officially announced in September at the earliest.

Although the oil number has been reduced, the environmental protection of the new oil has not been reduced but has instead been increased. Li Kunsheng, director of the Vehicle Emissions Management Department of the Beijing Municipal Environmental Protection Bureau, said that the main change in the two local standards for gasoline and diesel used in the Beijing Five Vehicle compared to the Beijing Fourth Standard is that the limit of sulfur content index has been reduced from 50 milligrams per kilogram to one kilogram per kilogram. The 10 mg and manganese limits have been reduced from 0.006 grams per litre to 0.002 grams per litre.

Experts said that research results at home and abroad show that the replacement of phase IV gasoline by vehicle gasoline for phase IV will allow at least 10% of all nitrogen oxides to be emitted from gasoline vehicles, which is approximately 8,000 tons; With diesel vehicles, about 7% of nitrogen oxides are reduced. PM2.5 emissions will also be greatly reduced.

So will the new oil be more useful than the original? Beijing Environmental Protection Department has set up a scientific research project. According to the experiment of the project team, after replacing the low-grade gasoline, the vehicles are operating normally and the fuel consumption is basically stable, and no abnormal phenomenon occurs.

However, although the Beijing Five standard is more environmentally friendly, it has brought certain impacts on vehicles that meet the Beijing Five standard outside Beijing. For example, heavy-duty diesel vehicles, Beijing’s current state-owned diesel is used, and other cities around Beijing are still countries. A standard diesel, if the Beijing National Five diesel oil products listed, while the quality of oil products in neighboring cities is still not improving, the national standard five diesel vehicles will basically not be able to drive outside Beijing.

Ju Deqiang: According to the experience of the average consumer, that is, the label is reduced. Everyone may feel that the oil will not burn, and the fuel consumption will become higher. In fact, from a professional point of view, the octane number is only related to the antiknock property and is an indicator of the stability of car fuel. In fact, although the octane number of the Beijing Five standard has not been reduced, it is especially true for vehicles. The impact of oil on the vehicle is very small. For cars with higher grades, for example, the original car with oil No. 97 may have a slight impact, but the impact will not be too great.

Moderator: The price adjustment window will be opened again on June 8th. At this time, is the listing of Beijing Five-standard gasoline related to price adjustment?

Jun Deqiang: The arrival of a new standard may be implemented when the price goes down. As an ordinary consumer, we may be more receptive because after all, the price of the product is declining. Now according to the requirements of the country, including some requirements of Beijing, between May 31 and July 31 this is a trial period that belongs to the Beijing Five standard. This trial period just catches up with the three places on June 8th. Crude oil price change rate of less than 4% of the price adjustment window. This time the price adjustment is still in accordance with Beijing 4 standard tone, that is, the new price adjustment is in accordance with the Beijing Fourth standard, using the Beijing Five standard oil, the price there is no significant difference.

After the implementation, we entered the formal cycle. During the official cycle, if the price adjustment window does not come up to a large extent, after its oil is replaced with the oil of Beijing Five, it will not be significantly changed on July 31. The cost of a car is basically the same as the original.

Moderator: Because the environmental protection has improved, the cost of refining will certainly increase. Will the oil price be more expensive in the future?

Qian Deqiang: We have to calculate two accounts. The first calculation is the consumption of fuel. For example, the use of Beijing Five standard oil may increase the fuel consumption of high-end vehicles slightly. It may increase by about 40%. For this class of consumers, it should not have a big impact, for the original owner of the 93 oil, its fuel consumption will not have a significant change, basically the same as the original.

The second is that the cost of oil refining that people are more worried about will not increase the overall price of oil products. In fact, the main impact of price is mainly on crude oil prices. Actually, its cost is mainly on the cost of crude oil and its production cycle. This single-ton difference in the production of Jingwu and Jingsi may be about 100 bucks. There should be little difference.

Moderator: The National Five-standard diesel vehicles may be more difficult to drive outside Beijing. Is there a better solution to this problem?

Qian Deqiang: There is no answer in this respect. The information from all parties mentioned that this issue is being studied. Because the fuel consumption of heavy trucks is very high, many drivers do not have the means to bring their own oil. My suggestion is that, for example, when a heavy-duty truck driver comes out of Beijing, it is best to bring our own oil products. It is possible to pull two barrels of diesel fuel at the national gas station in Beijing. If gas stations in other surrounding cities are available, if there is diesel fuel of the Beijing 4 standard, they can be used, and the difference is not great.

Qian Deqiang: Theoretically speaking, Beijing Five's oil is mixed with Jingsi Li. It is better that there is no problem with high-grade products and low-grade products. In other words, your original oil is No. 93, and you add 92. Or 95, this has no big effect. If you were originally 97, it is not possible to add 92 now. Gasoline labels can only be added from the middle to the top.
