Several Common Problems in Final Inspection of Security Engineering

With regard to several common problems in the final inspection of security projects, I participated in several engineering acceptances (final tests) as a member of the expert group. It was found that some of the units were not familiar with or understood the acceptance procedures, acceptance check materials, and acceptance contents when preparing the project acceptance. As a result, the acceptance did not go smoothly, and even the acceptance was not passed, causing the project acceptance to fall into a passive situation. To do a good job in project acceptance, you must do a good job of preparatory work in advance. From the beginning of the project, we must prepare for the final inspection of the project, accumulate data, and lay a good foundation. In addition to the general attention to the final inspection of security projects, there are several issues that require special attention.
First, pay attention to the initial inspection of security projects
The preliminary inspection is the preliminary design of the security project, program demonstration, formal design, construction, commissioning and other processes, and then enter the initial inspection. The preliminary inspection of the project is the preliminary work of the final inspection of the project, which has a great influence on the final inspection of the project.
The good preliminary inspection of the project will greatly increase the final acceptance rate and score of the project. Otherwise, it will work harder and harder. In a preliminary examination I participated in, due to the fact that the unit did not attach importance to the preliminary examination and did not fully prepare beforehand, when we found that the important equipment it purchased was inconsistent with the signed contract, both the constructor and the supervisor were Nervous, the construction party is also scrambling to find the cause, resulting in a very passive situation.
In the preliminary examination of the Guangzhou Education Equipment Center that I attended, the construction party did a good job of preparing. Although the construction site was scattered and there were many contents of the preliminary inspection, the acceptance was orderly and the preliminary inspection was completed in half a day.
After the preliminary examination is passed, the construction party and the construction party should take seriously the rectification opinions put forward by the experts in the preliminary inspection report and rectify them in time.
In fact, the preliminary inspection is to prepare for the final inspection. The preliminary inspection is well prepared. The opinions put forward by the experts are rectified well and will lay a good foundation for the final inspection.
Second, make preparations for final inspection
The final inspection is the final acceptance of the security project. The final inspection is only after the stages of construction, commissioning, preliminary inspection and third-party system testing. The final inspection is divided into three parts for acceptance. The first part is data acceptance; the second part is acceptance of construction quality; the third part is technology acceptance. Therefore, our preparations must be carried out around these three parts.
(1) Preparation for data acceptance
The preparation of data acceptance mainly includes the following information:
1) Design task book;
2) contract;
3) Preliminary design proposal argumentation opinions, together with a list of argumentation teams;
4) After the preliminary design proposal has passed the demonstration, the design, construction unit and construction unit will jointly sign the corrective suggestions;
5) Formal design plan and related drawings (including system block diagram, plane arming diagram and equipment configuration table, wiring duct wiring diagram, system center control room layout drawing, equipment equipment list, etc.);
6) System test run report;
7) System completion report;
8) preliminary inspection report;
9) Report of final accounts;
10) System test report.
The above ten acceptance data must be detailed and clear and meet the acceptance requirements.
The most easily overlooked of these acceptance data are the system commissioning report, preliminary inspection report, and final report.
The system commissioning report is a very important report, indicating the operating status of the system after its completion. If the system is in a poor state during the trial operation, the system must have certain problems and needs to be debugged. The user has the right to require the construction party to carry out rectification or re-construction. After the system is commissioned, at least one month of trial operation shall be carried out. The construction unit shall record the trial operation. The contents of the commissioning report are:
a. Is the system running normally?
b. Whether the system function meets the design requirements;
c. Analysis of the number of false alarms and missed alarms and their causes;
d. The number of failures and the time for troubleshooting;
e. Whether the maintenance service meets the contract requirements.
The usual problems with the system commissioning report are:
1) The commissioning report has a standard format. Construction units often do not fill in the standard forms provided, and self-designed forms fill in, resulting in insufficient content;
2) It is required to fill out at least once a day, but some will only fill in once a week or longer;
3) The content is not exhaustive and cannot accurately express the problems that the system has.
4) Some construction units missed or failed to fill in the commissioning report.
The main reason for these problems was that the construction unit had no experience or experience; secondly, the construction party did not provide specific guidance to the construction party.
Therefore, during the trial run of the system, the constructor must remind the builder to fill out the test run form and inform the method.
The final report is a file corresponding to the project cost budget. It indicates whether the final settlement of the project is consistent with the budget, whether it exceeds the budget or saves the budget, and what is the reason and what is the problem. The final report is divided into two parts, one part is the final statement and the other part is the final statement. The final project cost is the final cost of the entire project; the final budget is the price of the project's materials, expenses, etc. These prices must be listed in detail. The total price of the final settlement should be consistent with the final cost of the final settlement.
The problems with the final accounts are:
1) Only the final accounts and no final accounts;
2) The total price of the final settlement is inconsistent with the cost of the final settlement.
Therefore, when preparing for engineering acceptance (final inspection), it is necessary to do a good job of sorting out and summarizing the materials for the project, and all the sums of expenditure, and the construction party should review the final accounts. At the same time, in the acceptance data, it was found that the graphic symbols of the relevant drawings of various construction units are not uniform. Those who use the standards of the Ministry of Housing and Construction, have their own symbols, and have used the old standards. In fact, in 2000, the State issued the “General Graphic Symbols for the Public Safety Industry Standard Safety Precaution System of the People's Republic of China” (GA/T 74-2000), which specifies the graphical symbols used in the technical documents of the safety precaution system. It is suitable for drawing and labeling graphic symbols in safety design and construction documents. Therefore, each construction unit should use it in accordance with this standard when drawing design drawings.
(2) Acceptance preparation for construction quality.
Acceptance of construction quality includes acceptance of equipment installation quality and pipeline laying quality.
1) Check the installation quality of front-end equipment and terminal equipment;
2) Review the inspection results of the follow-up inspection order;
3) Review the grounding resistance test data provided by the civil construction site and meet the requirements of GB50057; check that the grounding system is constructed according to the equipotential grounding requirements and meet the requirements of GB50343;
4) Check the construction process of the Mingjiao pipeline, surface mounted junction box, bridge frame, tube well and other construction techniques (video cables should be in place, try to avoid joints), and should comply with relevant standards such as JGJT/16-2000.
The most likely problems during construction are:
1) There is no clarity on the direction of the cable to the identification plate or the way to the identification plate, which will cause great troubles in the future operation and maintenance work;
2) Screws are used to connect cables and cables, cables and components, or components to components. Screws are not tightened and connections are loosened, resulting in increased resistance or unobstructed signal transmission.
3) The lines are disordered and loose and are not bundled or merged as required;
4) There are no pallets in the rack, or the pallets are used for other purposes. As a result, the equipment in the rack is unstable or vibrates and cannot function normally.
The quality of construction results in the smooth operation of the system and whether it can achieve the intended purpose. Guaranteeing the quality of construction is the basis of whether the technical specifications of the system can meet the design requirements.
(3) Preparation for technical acceptance.
In technical acceptance, several systems are involved, of which the video surveillance system involves more content and other systems generally involve less.
The technical acceptance of the video surveillance system is as follows:
1) Check whether the technical specifications of the system meet the requirements of the national or public safety industry related standards and specifications and the design requirements or the technical requirements of the contract;
2) The conformity of the system structure and configuration with the formal design plan;
3) The subjective evaluation of the image quality of the surveillance is not less than 4 levels, and the quality of the recorded image playback should be clear and stable;
4) Whether the image switching, pan/tilt rotation is stable, lens iris, zoom and other functions are normal, there is a backlight effect;
5) The identifiers of the images such as the camera time, camera position, and floor display in the elevator are displayed, indicating whether they are stable and normal; whether the installation position of the camera in the elevator can effectively monitor the elevator occupants;
6) Whether the central control room has its own facilities for prevention, fire prevention and lightning protection.
If there are exit and entrance control systems and patrol management systems, there are corresponding acceptance contents.
The major problems with technical acceptance are:
1) The camera lens is blocked by buildings or leaves and cannot be observed in all directions;
2) When switching between multiple shots, the switching image display is slow;
3) The primary and secondary parts are not divided, and the key parts are not prominent;
4) The camera spacing is too large to allow effective monitoring;
5) The information display position such as camera time, camera position, etc. is not correct, and superposition is not performed according to the specified position.
6) The security of the central control room is not taken seriously.
The location of the camera installation location is important. The user is inexperienced and has random selection points; the construction party does not consider the effect according to the opinions of the user without thinking. In fact, whether the installation position of the camera is good or bad is an important basis for whether the entire monitoring equipment can play a good role. If the selection is not good, the monitoring effect of the entire monitoring equipment will be greatly reduced.
The selection of the camera installation location must first consider the key parts of the surveillance. The key parts of the surveillance should be equipped with multiple cameras. The spacing should be properly encrypted. It should be noted whether there are obstacles blocking the camera in the current and foreseeable future and reducing the camera effect.
Information such as camera time and camera position should be superimposed on the bottom of the monitor display image.
Attention should be paid to the safety of the central control room. The central control room should not be placed in places where people are numerous, people are miscellaneous and conspicuous; access to the central control room must have certain procedures or regulations, and they must not be allowed in and out; the central control room must have certain protection. Measures should be provided with alarm devices to ensure the safety of the central control room.
Third, meet and accept
When the above work is ready, the construction party and the construction party think that the project is completed and can be accepted, that is, submit an application for acceptance, and the provincial (municipal) technical protection organization organizes experts to hold the inspection and acceptance meeting for substantive inspection and acceptance. There are two points to note when making an acceptance check. The first point is to attach importance to the acceptance meeting; the second is to attach importance to expert opinions.
Pay attention to the acceptance meeting. It means that the personnel participating in the meeting should be the relevant leaders and personnel who understand the progress, construction and trial operation effects of the entire project by the construction party and the construction party. Other persons who are not familiar with the project may participate or not. You can't just assign unrelated people to participate in the matter, otherwise it will appear in the acceptance of the experts can not answer the relevant project consulting issues.
Pay attention to expert opinions. Experts are not looking for faults. They are not the constructors' right. The goals of the experts and the construction parties are the same. They are all aimed at ensuring the quality of the good projects and safeguarding the interests of users. Therefore, we should pay attention to the opinions put forward by experts to ensure the normal operation of the project. The above are some experiences when the author participated in construction acceptance. This article is not a comprehensive discussion of the method of construction acceptance.
